Message:		no, there is no excuse...but what did people think was going to happen when the slaughter houses were closed. Its only going to get worst. There is no shelter to take a horse like there is for dogs and cats. The closing of the slaughter houses just created a bigger mess for the horse. Instead, more humane ways for the slaughter houses should have been sought.
