Election in Hong Kong

District election was held yesterday (23 Nov 2003), and 44% of registered voters went to vote (more than 1 million people).

The democratic camp seems to have won over the pro-Beijing camp. But I have different views.

Miss Ho, a prominent person in the democratic camp, has the support of the Article-23-concern-group (group members are barristers, even Queen's Counsels) and many Hong Kong people. But she defected Yip, a pro-Beijing man, by a very narrow margin (1869 votes Vs. 1805 votes, just 64 votes!)

Will Ho be able to defect Yip in another 4 to 5 years time, I don't think so.

The future of Hong Kong is worrying.


POLICE MUST ANSWER TO THE LAW, AND NOT ANSWER TO THE SECURITY BUREAU FOR HONG KONG TO HAVE A FUTURE


1. There were elections in Iraq under Saddam, but always Saddam was elected. There were elections in former Russia, but always party members got elected.

Who dared vote for a dissident, when the law does not protect you, and Security people are above the laws!

Do you think all those who voted yesterday are free men/women, voting out of their conscience and not out of fear ?



2. Security Bureau of Hong Kong controls the Police, however, it seems to me that they are not for the "Police Force Ordinance". They operate more like their counterparts in China, have no sense of law, and put themselves above the laws.

(The fact that they stopped people getting out of the Causeway Bay MTR station (underground railway) for an hour during July-1st protest, an unprecedented event in the history of MTR, showed their lawlessness.)



3. Police should be answerable to the law, and law only. If the Police is too afraid of the people in the Security Bureau (who have secret support from the Security Apparatus from China), and make themselves answerable to the Security Bureau and not answerable to the laws of Hong Kong, Hong Kong is no more better than Iraq under Saddam.

If police is answerable to the Security Bureau and not answerable to law, and law only, election has no meaning in Hong Kong.

4. Western style of democracy is not the political system desired by the Almighty. People may go to vote, but who are elected are determined by a process hidden from most people, and is determined before the election (Secret Alliance has the POWER, not the common people, to decide who may be elected). If you have been officers in clubs/societies, where chairman/officers are elected by votes, you will know what I mean.




5. Only LORD's political system can give true freedom to the people. But if people breaks LORD's Laws/commandments, LORD WILL NOT give people this freedom, but let them remain as slaves to their harsh masters -- the Secret agents.




6. Therefore if Hong Kong is to have true freedom, Hong Kong people must repent, study the laws/commandments of GOD, and walk in them; and those who know LORD's laws/commandments should actively teach others; it is much better and more effectively than their participation as supporters in elections, in bringing about true freedom and "Rule of Law" in Hong Kong.

Election audit -- election fraud prevention

Auditing of the accuracy of book-keeping entries is important for companies.

We should do the same for elections in Hong Kong.


1.

If there is only one candidate
------------------------------

Very often, there is only one candidate, and no election is held for that seat. But I think Government should change the rule -- people can vote "confidence", or "no confidence". If the only candidate does not win confidence, then another round of election should be started.


2.

Arithmetic Check

The arithmetic sum of all votes should be equal to the number of votes cast.

For example :

Votes for candidate 1 +
Votes for candidate 2 +
.....
.....
Votes for candidate n +
Invalid votes
------------------------------
should be = total votes cast

Government should put all these counts on the Internet.

In the recent District Election, I found on the internet only the votes of those who won. For those who lost, or for votes declared invalid, I could not find, (The officers did announce the votes each candidate got, verbally, but I don't find them on the Internet) I think Government should put the votes of ALL candidates on the Internet, whether they lose or win, as well as those invalid votes, and the total number of votes cast (which should agree with the original total before the votes are counted), so that every one can do an arithmetic check.

All the activities inside polling stations on polling day should be video-taped for future reference.

If more than 1 voting boxes are used, all the boxes should be put together, in the sight of all. None of the boxes should be put out of sight of the people. Strict procedures should be laid on handling of those boxes.


5.

Accountants knowledgeable in auditing should be consulted to make the procedures as secure as possible.


6.

I think Hong Kong people should suggest future political reforms, but not spend too much effort on that. Instead they should return to GOD, walk His teachings, and actively teach others to do the same, because the amount of freedom we enjoy is DETERMINED BY GOD, and GOD would not bless, but curse, people who do not walk his laws/commandments.

I favor a political system similar to that of LORD's, one used in ancient Israel before they asked for a king. It was truly "Rule of Law" then.

As for election, I do not have faith that it will come out un-tempered, because I know what the Secret Agents are capable of doing. To achieve their purpose, they would throw all laws/rules aside, and achieve their purpose no matter what.

P.S. During the recent District Election in Hong Kong, the number of voters who have cast votes, in the various polling stations, were announced hour by hour. This is a good practice and should be continued; better still, post the election result immediately to the Internet.
