LORD's political system Vs. Roman's system

Our present day political system is inherited from the Romans. LORD's political system is described in Judges, Old Testament. The present day system cannot dispense justice promptly, and suffers many shortcomings. I hope we will discuss various aspects of LORD's system (Vs. Roman's system) and the feasibility of its implementation. But any topics of interests to Christians are also welcome.

Civil Servants in LORD's Political System have to fulfil the roles of many

In our society, division of labour is highly specialized.

Say, if you were to open a restaurant, you have to make applications to many government departments,

  1. You have to hire qualified electricians to install your electric wiring. They have to work according to industrial specification.

  2. People from the Fire Department would come and inspect your fire-fighting equipments, number of emergency exits and their widths.

  3. People from the Health Department[*] would come and see your refrigeration equipment (check the temperature you store food), your kitchen equipment, your methods of food preparation, whether there is a possibility of food poisoning due to poor refrigeration or dirty environment, ...

  4. They may look at your floor, whether it is slippery; they may look at the ways you store knives -- any chance of injury; or electrical outlets -- any chance of electric shocks. They inspect your environmental safety and safety habits.

  5. etc. etc.

In Hong Kong, it is not unusual that a person may apply for a restaurant permit, and does not get it in one year. Government has to schedule the inspection processes through the departments, and each send an inspector of their own, and also arrange the multitude of paper work that go with these processes.

Even if you get your permit, people from the Environment Department would come and check your waste water disposal, waste disposal, ....

COUNT THE NUMBER OF GOVERNMENT INSPECTORS in all fields of activities of citizens ! They are all specialized and serve only a VERY NARROW field.

So many people feel frustrated, and Government runs into deficits.

(Note : Deficit in Hong Kong for 2002-2003 is about 5.5% of GDP! Government expenditure takes up a large percentage of GDP ( = Gross Domestic Product)).

Much of those fire rules, health/hygiene rules, safety rules, environmental rules, ..., could easily be mastered by a person of average intelligence, after a short period of training. But government inspectors work strictly according to "codes", and may be fault-finding at times, even when you think you fulfill all those precautions in truth, though not 100% according to specifications.

Under LORD's System, civil-servants, who are mainly VOLUNTEERS doing social work in their spare time (and receive about 1% tax, but taxation is voluntary. One such civil-servant serving 10 households), must be versatile in many aspects. They must learn and understand all those fire/health/hygiene/safety/environment/.... rules, and serve the 10 households under their charge, making sure that they fulfill all those rules in spirit and in truth, yet not inflexible as to be fault-finding, nor over-bearing in place of kind and friendly advice/persuasion.

Those fire/health/hygiene/safety/environment/.... rules are not difficult to learn. Invite inspectors from the various departments to give you lecture, and you can learn much in a short time.

P.S.

Civil servants must be thoroughly familiar with Moses' 5 books in the Old Testament, and understand the rationale behind those "cleanliness" rules in LORD's Laws. LORD's laws/commandments/ordinances/statutes are not out-dated, rather, in their simplicity, they speak of LORD's unspeakable wisdom. They should understand the rules of the present government in light of LORD's laws, so that they may enforce them according to what is in LORD's heart, yet pose no burden to the citizens.

[*] The proper name in Hong Kong is "Food and Environmental Hygiene Department".
