Does anyone know what this symbol means?

Not familiar with the image. A Google search of images come up empty. I do know the circle usually represent wholeness/completeness. The way the image is drawn it may point to the extension of oneself with a superior function {first line going cross-ways longer the second}. The three directions could represent the three aspects of being, physical, mental and spiritual. Other than that I can not offer any other suggestions.

Where did you see the image and in what context. That may offer clues.
