S24 Carb issues

I have a S24 flat hood Speedex. The carb is giving me fits. It surges, will not throttle up right. Tried to adjust low/high speed. Cleaned it installed a rebuild kit. Still cannot get to run right. Carb looked fine when I had it apart. Also it is very hard to start when cold out. Put a heater under the carb and it starts right up. Anyone have these issues? What would be a replacement carb for it? Any help appreciated.
