DIVISION 4 SUMMIT TEAM FINALS RULE CHANGE
Modified ET – The use of delay boxes, throttle stops and trans brakes are
prohibited. Buttons on steering wheels are prohibited. Nothing is allowed in
the car that will assist the driver in leaving the starting line. Two steps
are allowed on clutch assisted entries only. Pneumatic, air or electric
shifters are permitted.

It is not a new rule. This language that you were sent is being added to the Team Finals rules for your division but it is something that has been agreed on by the track operators in that division for some time now.
OEM radio controls are not what this is about and are permitted. Momentary type buttons are what are not allowed.
If an official sees your hand move off of the steering wheel when your car leaves it won't matter because you will be done at that point regardless of what is on your steering wheel. I can't imagine that an oem radio control would be consistent as a button but you won't have an issue unless your hand comes off of it when your car leaves.
